Well, this is wordpress. You need to register a new account for this and you can start your own blog. About the purchase part, if you really wanted to purchase, Im not sure what is the price but it will let you have the choice of choosing your own url.

well that depend on what type of website you using. if you hosting your own web, you might some programmer to do it or contact the web hosting company to help you. If you using website like wordpress.com, it will automatically change to mobile layout. maybe try to change your website theme into something simple, clear and easy to understand. Try to use the other perspective for example, you became an audience viewing your own website and try to comment on your own website layout, will it be too complex? will it be too many color or what do the audience looking for?
